TOPEKA, Kan. – An Overland Park psychiatrist is under investigation by the Kansas Board of Healing Arts.
The disciplinary hearing is on the license of Dr. Douglas Geenens.
It started Monday at 9 a.m. at the Office of Administrative Hearings, 1020 S. Kansas Ave. It is scheduled for five days.
The disciplinary petition filed alleges 23 violations of statutes including violations in standards of care, violations in prescribing and dispensing of prescription drugs and boundary issues.
He allegedly told one patient, “You need to get a divorce, move to the Plaza and we can have breakfast together”.
Geenen is accused of having the phone lines disconnected at his former partner’s psychiatry practice.
Dr. Rory Murphy and Geenens were partners for four years. He says disconnected the phone lines could have had horrible consequences.
“My biggest concern (was) that a depressed patient would be in a crisis and call, perhaps even with suicidal thinking,” says Murphy.
In 2004, the Kansas Board of Healing Arts suspended Geenen’s license for a week for having a sexual relationship with a patient.
Murphy publicly stated that such relationships between doctors and patients are inappropriate. In retaliation to the comments Geenen’s allegedly wrote a letter disparaging Murphy.
Following the conclusion of this hearing, the presiding officer will have 30 days to issue an initial order. That initial order will then be reviewed by the Board, who will then issue a final order regarding whether or not to take disciplinary action against Geenens.
Geenens’ license is currently active and he has had a Kansas license since 1989.
The Board has appointed outside counsel to this case and it is being represented by McLeod & Heinrichs law firm in Kansas City, Mo.
