KANSAS CITY, Mo. -- The
Citizens Association, a longtime civic group that makes coveted endorsements in city elections, lays on heavy criticism in an open letter to the public issued Thursday afternoon.
The group calls the city government "broken".
The group says Mayor Mark Funkhouser is a "one-man show", it calls the City Council ineffective and easily distracted, and says the City Manager is "operating in isolation".
