KANSAS CITY, Mo. -- A new Kansas City restaurant is opening without the liquor license it hoped it would have.

The owners of Element Restaurant & Lounge at 1915 Main St., in the Crossroad District were not able to get neighbor's consent for the license.

As we told you in September, someone circulated fake flyers saying it would be a hip hop club.

Owners fought a city ordinance hoping for a six month probationary status but lost.
