WASHINGTON, D.C. -- The Car Allowance Rebate System better known as the
Cash For Clunkers program, starts today under the CARS Act. However, the National Highway Traffic Safety Administration (NHTSA) says it's probably best you hold off.
It's only been six days since President Obama signed the bill into law, and the government doesn't have the program up and running yet.
It's expected the program will be fully functional by July 23rd.
In the meantime, get your paperwork together. You'll need registration and proof of insurance for the last year.
